I think that is correct.
Ht Cap > Haste Cap > crit > mastery... for the most part. I notice a lot of hunters dont understand that haste isnt like it was in wrath... you actually need an average set amount now...
Should be
961 Hit > Atleast 1235 Haste>Crit> Mastery
You ofcouse can only do this in T11 +
I would avoid sacrificing crit for reaching your desired haste plateau. With t11+ gear you almost never have to worry about it though.
